Just on the side note: By saying not secure, it simply meant not using SSL (browsing via https://) connectivity on browsing and making form submission. Therefore, there is really not that much to worry about non-secure submissions.
And yes, for free service, a user has a capacity to receive 10 SSL submissions per month or 100 regular submissions, in which the 10 SSL submissions are within the coverage of the 100 submissions monthly limit per free user. In other words, a user may receive these submissions and will trigger a temporary suspension if any of the limits gets reached first, then the account gets automatically reactivated the next month.

We have recently set all form embed code and links to the https://secure URL and have increased the allowed SSL submissions for Free accounts too 100 per month. Though we have yet to update the pricing page, all Free accounts now receive 100 SSL submissions per month. If you only need 30 SSL submissions per month, a free account is more than enough.
