I can say that it is perfectly setup and working as intended.
I checked the existing submissions and I see Incomplete Payments in the inbox.
You can view more details about incomplete payments using the Details button.
Incomplete payments do can happen. Because the end users can choose to not proceed with actual payments for different reasons.
