Our HR Director would like to create a survey using our Jotform account, but doesn't want anyone else internally to have access to the submission results. How can I make that happen for here. Right now, several of us access our account to use it for different purposes and we all can see each other's stuff. Is there a way to give her that kind of privacy?

Normally a jotform account is meant for handling one user hence they have ability to view submissions under forms in their account.
You can however add some form of restriction by using form encryption, when designing the survey form you can enable encryption for it under it properties.
