Hi there,
Yes, a sub user can import the form, but this operation doesn't cover any data migration, it only copies the design and conditions of the form.
Generally, someone with the form URL can duplicate the form. However, there is a "Privacy" option to disable cloning for outside users.
To do that,
In the "Account" panel, click to "Settings", then check the option "Do not allow my forms to be cloned by other users."

Hi Nicole,
The answer is yes. If you haven't enabled the "Privacy" option for your account, other user who have cloned your form can use it. Even if you deleted that form on your side. After cloning, that form has no attach with your account.
