If a form that is intergrated with PayPal has pending submissions (ie payment was not made) can they complete the payment without having to fill out

the form again? if so, what do I tell them to look for?

First of all, if you have not Enable IPN((Instant Payment Notification), I would recommend you to do it: https://www.jotform.com/help/276-How-to-Enable-IPN-for-Paypal

A work around on this would be to create an autoresponder:  https://www.jotform.com/help/26-Creating-a-Form-Autoresponder

And add the edit link to the form:
