100 MB of storage space limit is NOT per submission but the upload limit is allocated to your account. All your forms you have in your account can put together can only receive up to 100 MB of uploads.
That means at any given point of time, the upload space utilization of your account should be less then 100 MB. If you reach this limit, all your forms will be disabled. To activate your forms again, you will have to upgrade your account or delete the submission records which has file attachments. Please be noted that deleting a submission record will also delete the attached file as well and free up your account upload storage space.
