For example: We have a form on our website for students to sign up for a free workshop. Since this is a hands-on workshop, we can only have 20 students per session. Is there a way to arrange it so that when a particular date has 20 students, that it will no longer be a choice?

No, it is not possible to set a limit on number of submissions so that a form would be disabled automaticaly.
However, you can disable a form manually. You can do it from "Preferences" button on the form builder toolbar. Set "Status" to "disabled" to disable a form.
