To confirm, are you referring to the conversion of the form to a fillable PDF?
Or are you referring to the PDF submissions? To download the submissions as PDF, you can follow this guide: http://www.jotform.com/help/73-How-to-Partially-Download-Form-Submissions-as-Excel-CSV-PDF
I tried converting your for to a fillable PDF, but I got this error:
I have forwarded this to our developers to have it checked and fixed.

Yes a Fillable PDF where I can save it on my computer.
I get the same message. Any ideas? (Is it just a time out kinda thing?)

I cloned your form and was able to get the same problem.
I tried finding the caused of it, although I was able to fix it, it seems related to some elements of the form that is not being accepted during the conversion. The field I deleted are the ones named "unnamed clear field". To manage multiple fields and delete them, you can follow this guide: http://www.jotform.com/help/242-How-to-Manage-Multiple-Fields
I also noticed that you have a lot of errors in the conditional logic, it might be best to fix them.
You can check my edited cloned form here: https://form.jotform.com/53225101900944. I reset the design, deleted the unnamed clear fields and removed the images. Try cloning it and see if that somehow converts in your end.
I'll make some more tests, for now, I have already escalated this to our developers to have it checked. We will update you as soon as this has been fixed. Apologies for the inconvenience.
