Is it possible to delete responses but keep the form?

Yes. In order to delete submissions please go to My Forms > select the form > Submissions:

Select the submission you want to delete or click the button "delete all submissions":

Please be very careful with the deletion of submissions as they cannot be recovered. You can first download them:

It is important to understand that deleting submissions will not affect the monthly submissions counter, that gets reset to 0 only once at the beginning of each month. deleting submissions will only affect the upload available space of your account:
