Is there a way to populate a terms and agreements document with fields a user fills out on the form? The user can then print the filled form?

I think you can add a terms and conditions widget, here are 2 good options:

    http://widgets.jotform.com/widget/terms__conditions

    http://widgets.jotform.com/widget/short_scrollable_terms

You can also add to the form a signature widget so your users can sign the form. Here are some suggestions:

    http://widgets.jotform.com/widget/smooth_signature
