my payment confirmation is not OK on jotform submissions ( incomplete payment) althought the payment is confirmed by PAY PAL service ...
so the submissions mail, and the automatic emails that inform to prepare the goods is not created.
any solution please?

You should make sure that IPN is enabled in your Paypal account. Here's our complete guide for the incomplete payment: http://www.jotform.com/help/272-Paypal-Incomplete-Payments-FAQ.

If enabling the IPN still gives you the issues in the form, let us know so we can investigate further.

Ok tahlks i gonna try to enable IPN
but when i tried the jotform with a real payement with my credit card, 10 days ago, it was successful

I think that is because you are paying using a credit card, but the other is paying using a Paypal account. Please try the IPN and let us know if the issue persists.
