Is there a way to hide a segment of the form for administration to fill out, which is not shown to others?

Can i have a form created where the user fills out a portion then their is a FOUO section they cant see but when submitted it goes to an inbox where it can be edited so the FOUO portion can then be filled out so they can save the forms?

Yes, that is possible.

The best way to do that would be to add all of the fields that you wish to have on your form and then add a page on the form (or add one more page). Basically that last page should be hidden and accessed over a special URL so that people filling out the form can not see the same nor think that it exists.
