Can I use this feature for skipping a question and redirecting a respondent to other questions based on their response?

Yes, this should be possible as mentioned in the said guide.
Here's an example form: https://form.jotform.com/53564512887970. In my sample form, if you answer "Yes" in Question 1, it will redirect the user to page 3 where "Question 3" is placed.
On the screenshot below, "Question 1" is on page 1, "Question 2" is on page 2 and "Question 3" is on page 3.
