I am trying to create spam bypass rules with no luck to stop the quarantining of the Submissions. Do you list of IP addresses for the sending server that I can use to create a bypass rule?

I am not quite familiar with Exchange365, but I see that you are forwarding submissions using our "Forward" feature, is that correct? The email as the sender will be somewhat suspicious as it does not came directly from the said email address, instead it will be traced back to us.
What you can do is whitelist our JotMail IP addresses and domain name servers mentioned in this guide: http://www.jotform.com/help/145-Whitelisting-JotMails-IP-Addresses.
Another way is, instead of forwarding the submissions, you can directly send it to the target email address by creating a separate email notification. If you want the sender email to come from directly on your company's email address, then you can setup the SMTP details on the email notification, here's a guide to help you further: http://www.jotform.com/help/244-How-to-Setup-SMTP-for-a-Form
Sending the notification using SMTP will lessen the probability that it will be marked as spam by your Exchange365.
