If I understand you correctly you would like to a form so your user can only submit once. If I am incorrect, please feel free to correct me.

There is no way to limit a user, so he can only submit once. But Jotform contains feature that can limit submissions. If you enter the preference button on the top toolbar

and go to the LIMIT FORM tab, you will notice the option UNIQUE SUBMISSION

Here you can limit the submission of the form.

The LOOSE CHECK will verify that the user does not use the same browser to submit, using cookies.

The STRICT CHECK will also verify the IP so your users does not use the same device.

Please let us know if this helps.
