What happens when a tag is added through the Infusionsoft integration?

What I mean by this is, when I set up the Jotform integration to add a tag to a user, does that tag get added to an existing user? or is a new user created? thanks for the clarification!

Unfortunately I do not have an infusionsoft account to test. But from what I've read, I believe that when adding a tag to a user, that tag gets added to the user that made the submission.
