Form won't let me upload an image

Everytime I try to upload an image into my form it keeps saying it only allows jpg, png, or gif files. I attempted this with a jpg, then with a png, then making the file size smaller, then even switching which browser I was using, and nothing is working. Why won't it let me upload a photo?

I've been able to replicate this error, and I'm passing it to the Development Team for debugging.
