Is there a way to come up with a message that will allow you to notify people of a cancellation from an event? Please who have filled out a form for an event, but needs to be notified that the event has been cancelled. Thanks.

You can achieve this via email and using Editing of Submission.
#1 Add an Autoresponder E-mail to your form that is base on Condition E-mail.
Example, the Auto E-mail will only be sent if the selected condition on the form is Event = Cancelled.
put a hidden option on the form Cancelled = True or False.
#2 You can use the EDIT LINK in the Email so that you can easily send the Autoresponder E-mail to the respondent that registered to the event. Take note that they must have provided an email address were you can reply back to them.
