I have tried using custom CSS, padding-top:0px; but this has no effect. Am I just entering it in the wrong place?

To do that Joe, you should add the following CSS to your form:
form.jotform-form {
padding-top: 0;
}You can add it to your form by following the steps here: Inject Custom CSS Codes
Just remember to add it after all the other code in there.
Once you do it should remove the top padding.
