There is no mention of time zone in the form preferences. I've tried entering an expiry time but I get a warning saying it's not in the future. This makes me think there is a time zone problem.

I believe it should be using the time zone set in your account settings.
Please allow me some time to run few tests in this regard and get back to you with relevant information.
