I am not sure if I have understood your question correctly. Do you mean to say that you want to give access to delete your form's submission record after someone downloads the submissions in excel?

Unfortunately it is currently not possible to achieve your requirement. The only option is to give that user access to your account or form. You can share your forms with multiple users under Enterprise plan.
