Does the notification need to be setup before the form is developed? I am following all the steps in the explanation for a form I developed on Tuesday but the email keeps defaulting to the profile contact and not the email I want the notification to go to.

You can change the email recipient anytime, before to make all the changes on your form or when you have finished it.
Could we get the link/name of your form please?
Provide us the email address where you would like to get your email notifications, we will take a look in your form.

There will be seven different email addresses/persons to receive specific notifications. Each staff will have two to six forms. We want only one person on one form.
I think I might have solved the mystery (the how-to).

When you create a form an email notification is configured by default, the email is sent to your email address, you can delete it by following this guide: http://www.jotform.com/help/132-How-to-Delete-Notifications-Autoresponder.
Then, you can set again the email and set the email address where you want the email to go: http://www.jotform.com/help/25-Setting-Up-Email-Notifications.
You will have to follow this process for all of your forms.
