If you receive more than 100 submissions per month, then yes, you need to pay the subscription each month, but if you do not receive more than 100 submissions per month, then you can downgrade to a free account and receive your submissions normally.

If I get more than 100 submissions, but not more than 1,000 submissions per month, can I pay only when the end of 1,000 submissions (eg 3 months)?

Yes, for example if this month you will not receive more than 100 submissions, then you can stay using a free account, but if the next month you will receive more than 100 submissions, you can upgrade to the subscription that allows you to receive the amount of submissions that you need and after passed that month you can downgrade your account and stay on free again.

So in other words you decide the months that you want to have the subscription, only for one month, two months or more, and after passed that time downgrade and use the free service.
