I did check the form #60047303812142 you have mentioned above and it seem this form is not in your account. It is actually associated with a different account with username DanCronin. The form shows over quota error message because account "DanCronin" is over quota. Please be noted that in free account you can only receive 10 payment submissions but you have received 11 payment submissions.

Yes, we can move the forms to your account, but we would need to get the request from the owner of the forms, so we will be able to move them, the forms will be moved as well as the submissions and the uploads on them.
