If I chose to encrypt form, it then ask if we want to set up keys or you?  What all does that involve?

You can learn more about the encrypted form feature in this guide: http://www.jotform.com/help/344-What-are-Encrypted-Forms-and-how-to-use-them-as-expert.

Basically, when you enable the encrypted feature of the form, it will allow you encrypt the submission data for new submission, it will also generate a unique key for you that you need to download for safe keeping. Please note that we do not store the key in our servers, which means if you lose your key, there's little or nothing that we can do to decrypt the encrypted data.

Do let us know if you need more information on this.
