I've set the field to only accept 3 characters, but it only lets me add one character.

I see that you are having trouble with entering only 1 one character into your input field even though you set it to 3.
This happened because you enabled the field mask which was only set to 1 character. So because of that it was overriding the max setting because there was no second and third mask to allow it.
To fix this problem simply change the mask from # to ### and it will allow 3 characters.
