My registration form brings the user to my websites payment page. The user who reported a problem was using an iPad OS v 9.2.1.
He was able to eventually register and pay but it was not the smooth flow that is expected (and experienced) by the vast majority of my users.
I have attached a screen shot; but registrations are closed so this is no longer 'live'. So, in general, when I create forms for my website, is there anything with regard to the iPad user that I should be aware?

I run few forms on my iPad, it is iOS 9.2.1 as well, I didn't encounter any issues. There is nothing specific that you have to do to run our forms on iPads. On the other hand, it is really hard to check since that part of web site is no longer active. Also it depends how the form was embedded in your website.
I could suggest you to turn on responsive form, you can do that by going to Preferences and switch Responsive Form to 'Yes' so your form will be mobile responsive:
