Currently when a costumer is uploading a file, the fine is being sent to a particular email. is there a way to make it so it is uploaded to shopify itself. If not, how do i change the email of which it is being sent to?

I don't think it is possible to upload the files directly to Shopify. If you are referring to change the recipient email of the notification that you are receiving, you may change it from the Email setup wizard by editing the Recipient email field.
Click on the Emails icon to access Email setup wizard and then change the Recipient email.
