As the moment Dwolla only accepts payments in US Dollars. Please provide us more information on your needs so we can try to find a solution.

Unfortunately, I believe Dwolla can only be used within US. Based from their website and from the blog post you have read. I presume this is because they are focused on ACH (Automated Clearing House), which is an electronic network for financial transactions in the United States. So if a payee is outside of US, they are not part of the ACH network.
You can directly contact the support staff of Dwolla, I believe they will be able to provide a more concrete answer as they are more familiar with their system. You can check their support page here: http://help.dwolla.com/. You can also email them there.
There are also other payment integrations that we have where you can receive payments from your users who are internationally based. But, payments are usually limited to credit/debit cards. You can check the list of payment integrations that we support on this link: https://www.jotform.com/help/323-Mastering-Payment-Form-Integrations-with-JotForm. So far, the most internationally accessible payment processor that I know if Paypal, your users can either directly pay using their Paypal account OR use their debit or credit card.
