In the last few weeks there seems to have been a change in the way PayPal integrates with Jotform.
A few few weeks ago if people did not have a PayPal account they could use a debit/credit card without having to have a PayPal account. Now this is not an option, users have to open a PayPal account.
On the PayPal site I have all the right options ticked to prevent this happening so is something that has changed your end?
It's quite frustrating as we than have to take a manual payment rather than it being seamless. I'm attaching a picture of what it used to look like. Now instead of using a card you have to create an account.

Yes, there seems to be a change, but that must be a change in Paypal policies as the screenshot you show comes from Paypal and we don't have any control over eventual changes in their policies.
In order to be able to accept payments without your users needing to create a Paypal account you need to use Paypal Pro:
