Can I have the form send me an email even when the payment is not done?

I'm using PayPal and there are times when people have issues submitting info to Paypal and I would like the form to be sent to me with or without a completion of payment. I hope that is possible but I can't seem to find the setting that lets me do this. 

Yes. If you are using PayPal standard on your JotForm, it is possible to receive the notification even if the payment is not completed. You may set the Pending Payment Email option from the Payment field properties. Please see the screenshot below:
