Hello. There are two emails on file, marianne.chew@hikvision.com and jennifer.cao@hikvision.com
Marianne is the only one receiving requests in emails and Jennifer is not. Everything in the settings seems to be set so that both receive emails.

If multiple recipients in a single form is not working, you can also try creating a new notification for each address to see if that works as well:
