Yes, you are able to make changes on your form once you have published, but if this is embedded on a website you will need to re-embed your form in order to get a fresh copy of it.
If you have shared only the direct link to your form, then you do not need to send the link again.
Though sometimes the changes are reflected on the embedded form, it is required to re-embed the form again because some features may not be added, or some fields could not be added as well.
