If you are getting emails from Mandrill to pay for their service, you will need to do so in order to continue using the same.
Before they did offer a big number of emails to be sent for free, but are now limiting down the options, as such it would be best to check with Mandrill support in regards to the same and what plan would be the best for you.
My question is more of my using Mandrill on my forms? I do not know if I am and should pay, can you help?

After searching on matters regarding Mandrill, it does look like that everyone shall be required to have a paid subscription with MailChimp in order to make use of Mandrill service, as posted in their blog here: http://blog.mandrill.com/important-changes-to-mandrill.html?_ga=1.21392248.210042024.1461649640
So if you wish to continue using Mandrill, I believe you should have a paid subscription with MailChimp. However, JotForm is not directly associated with MailChimp or Mandrill so if you have questions regarding their serivce, I recommand that you contact them.
