I am a data analyst for the Wyoming Business Council, a state agency which manages many grant programs. I am looking for a form system which has the capability to provide our external users log in IDs, and allows them to manage several grant applications simultaneously. For instance, if a user logged on, would they be able to begin an application, then start several other applications, and finally submit each application independently of the others?

You can create your account, create the forms then share it with others by adding them as your sub-user account. To add, simply follow our steps from this guide: https://www.jotform.com/help/232-How-to-Share-Forms-with-a-Sub-Account-User.
I think this will work. You have two options, allowing them to edit the form and allowing them to just view the form submissions. You can select both. They can view the forms from their respective account then fill and submit it.
