Once you reach your submission limits, your forms will be disabled for the meantime. You will not receive any submissions. It will only be reactived until you either upgrade your account or wait for the next month when your counter resets to zero.
You will be notified by email once you have reached the submission limits. It will be sent to the email address you used when you signed up for JotForm.
In addition, you can also keep track of the current number of submissions when you log in to your JotForm account.
