I took a look at your account and I do not see any signs of it being over quota or limit.

Seeing however that you were on free plan before today, I see that you have exceeded the number of payments allowed for the free plan - which is 10 per month. That is probably the cause of your error and now, since you are on paid plan, you no longer have the same limits.
