Are you trying to delete rows shown here?
If so, the data displayed there is the same data in your submissions, the same number of records, to remove records displayed in that section you will need to delete your submissions.
To delete submissions, you will need to go to the submissions page and then follow the steps as shown in the image below:

Although you are able to delete submissions, it is not possible to decrease the submissions counter, this will be the same even if you delete submissions.
The email you received is because you've reached your submissions limit and you need to upgrade your account in order to keep your forms active, here is the link to our pricing page where you will find our plans, you may chose the one that better fits your needs: https://www.jotform.com/pricing.
