My form is set up to Save and Continue Later. If the user Saves the form, they get the Thank You Notice that thanks them for their submission but they haven't submitted anything yet. Is there a way to set up several Thank You Notices or to turn off the Thank You notice until the form is actually submitted? Thank you.

Users should not be getting the Thank you page, unless they have completed the form. Can you please indicate how you have configured your form and indicate what is the form in question.
If you used the SAVE AND CONTINUE feature in the preference setting.
This will save any data in the browsers cache. If he closes or losses connection, and returns in a later time. The data will be loaded from the browser's memory.
If you are using the other method, How to Save Forms and Continue Later, you should have created two forms. The first to start and create a session, so the user can save and continue the second form in a later time.
