I have recently had two clients fill out the form and submit payment via paypal and neither are showing up as completed and it's being shown as taken out of the client's accounts.

I believe that you are referring to your JotForm titled Summer Minis Panda Photography by Amanda Jones. I have tried submitting your JotForm, it redirected to PayPal without any issue. Since the payment is not completed, the payment is listed in the Incomplete payments.
Please go through the FAQs of PayPal Incomplete payments for more information.
As I check the submissions of this form, it seems that they are completed from the Incomplete payments. The successful payment submission will be displaying the payer information in the submission as shown below.
