You can add an email notification with the 2nd person's email, that will send and edit link of the form to the 2nd person that needs to sign the form:

Let us know if we can assist you further.

It seems your reply was cut off, so please let us know if I have missed anything on my response below.
Basically, what my colleague has suggested is to create a separate notification in your form and enter the email of the 2nd person as the recipient.
On the new notification, just include the Edit Link tag (which will generate an edit URL of the 1st person's submission). Once the 2nd person clicks the edit URL, the form will load with the 1st person's data prepopulated to the form. The 2nd user will then sign the form or fill the fields that are meant for him/her.
If you need further assistance or if you need further clarifications, let us know here.

Hello Celestel,
following the screenshot given by Carina, To find the Edit link, you will need to click Form Fields on the tool bar in your email notifications body (the lower red square), and then click Edit Link. Once this is clicked it should show up somewhere in the body of your email template (usually where your cursor has been left off).
Take note that the updates here will only take effect after the subsequent submissions that you receive. Those submissions before this will no longer be able to see the update of your email template.
However, you can provide them the edit link manually by finding on your submissions page the submission ID of your form. Please see sample screenshot below to identify the submission ID:
Now that you have the ID, simply provide the link http://www.jotform.com/submission/340763400301950293
You will notice that the long string of numbers is the same submission ID in the screenshot. You can then provide the edit link to the person who should have received the email alert with the edit link.
If you have questions, please do let us know.
Thanks.

CelestelReplied on June 6, 2016 at 6:45 AMWhat is the first person already submitted a reply before the notification was created. How do you send a submission to the second person?

CelestelReplied on June 6, 2016 at 6:45 AMThank you for your reply. That helps a lot but the submission ID link does not go to the actual web form where they need to sign and complete their own fields (the second person) this submission link only shows them what the first person has completed and now where does the second person put their details and sign?

If you want to share your submissions with another person you need to 'make the submission page public'. Please, check the guide below for more information:http://www.jotform.com/help/199-How-to-Share-Form-s-Submissions-Page
If you have any question or issues, please do not hesitate contacting us. We will be glad to assist you.

I have now done that but it still does not go to the fillable web form. What am I missing? I need the 2nd person to complete their details and sign.

The edit link has the following format:
https://www.jotform.com/edit/{submissionID}
You can get the IDs from Submissions page (see Liyam's screenshot).
Example:
http://www.jotform.com/edit/111111111111111111
Thank you.
