The form views counts every load as a form view. If you're updating a webpage making changes, you will use at least three form views. This is along the lines of impression fraud since you're the originator and the more form views makes you upgrade the account or it'll be shut down.

As far as I know, the editing and previews are not counted as the form views. However, when the form is loaded normally, it is counted as a form view. Please understand that the form view limits are introduced to standardize the fair data usage from all the users. If you see that the form view counts are being increased by previewing the form while building the form, please let us know.

So it is a mistake to have the form appear on the page - it just uses up the form views? Better to have a link to the form on another page so only people who intend to enquire will see it.
So we had a lot of visitors but not a lot of enquiries, my mistake was to make the form visible to make it easy for people to enquire - which didn't seem to really work, it just caused us to max out the form views and lose enquiries.
