I changed the recipient email address and when I send a test email it's still sending the test to the old email address. Why is that? Is there someplace else I have to edit? Please refer to the form link for more details. Thank you!

Whenever you use the Test Email button, it will send the test notification to the account's email address. In order to test if the email recipient will receive the test notification, you need to fill up the actual form and submit it. Please check this related guide: how to properly change and test a new email recipients.
Hope that helps. Thank you!

Thank you. What if I want to change the account email address to something

Whatever the current account email is set to, that is where the test emails will be sent. To test other recipients, you can send a submission through the form.
