Can this be viewed thru mobile?

Page Tab apps are not supported on mobile devices like Android or iOS by Facebook's Platform. You can check a discussion of it here: https://developers.facebook.com/bugs/435173473172584/.

As a workaround you can use the Static HTML App Method so you can add the form in your Facebook page that can be viewed on Mobile devices.. For more information regarding the method, you can check this article: Adding Forms to Facebook Static HTML App Method.
