Is it possible to declare a variable anywhere in JotForms and set it to value, say 0, WITHOUT creating a field for it?  The reason is that we have a set of many variables that need to have a constant value of  Zero and most of which will not change while the user fills in the information.

    Please let me know.

Unfortunately, there is no current option that will allow you to add a variable without adding a field. To set a static variable in your form, you will need to add a Textbox field and just set the field to hidden so it will not be displayed on your form and your user cannot update the value of the field.
