I'd like to create a strong visual effect by having drop down options colour coded.
Specifically, I'd like HIGH - to be red, MEDIUM - to be orange, LOW - to be green, N/A - to be light blue.
Is this possible?

Unfortunatelly, this is not doable at this time even if you use custom CSS. This can be possible only if you use the source code and manipulate it outside the form(using some combination of CSS and jquery perhaps). If you inspect he dropdown selection field, the select element is the only one that have ID(which means you can only customized them as a whole using injected CSS in JotForm)

<option value="Option 1"> Option 1 </option>
<option value="Option 2"> Option 2 </option>
<option value="Option 3"> Option 3 </option>
The rest of the option tag doesn't have ID.

Is it possible to create a set of special options like you have for months / states etc?
The other option I looked at was to use star rating with flags - although they are all red.
Fantastic tool... but I'm always after doing even more with it.

The dropdown selection field do have special options (countries, states, months,years, time zone,gender)... You can also create your own custom lists. They are all in the Property menu of the field.
I think the star rating with flag would be cool. I am not just sure if the 'star' image have been customized before. I'll look further into it. I'll sure give you update once I find out more.

As previously mentioned, here is my update. Yes there is a way to customize the 'stars' in star rating field. But using the form source code again. If you can check this thread http://www.jotform.com/answers/73350-Increase-the-star-image , another user requested a bigger stars. It was achieved by manipulating the image file(png format). This means that the image file can be replace also by another theme, a 'flag' in your case.
