Once you go to the submissions page, you shall be prompted to upload your key. After uploading, it should be able to let you view your submissions properly on your browser:
Please take note that your form should have the Encrypt Form Data enabled and you have downloaded or you have a copy of the key associated to the encrypted form.

So, what you are saying is that an encrypted form must be opened within JotForm? I was attempting to open the email on another computer without the program being open. If that is the case, why send encrypted form data to an email address if it cannot be opened?
When your form is encrypted, your email notifications should arrive to your inbox as shown below.
Once you click View Response, you will be asked for the key and you'll have a way to view the decrypted answers in the email.
