I have a form where people answer a pull down question selecting a level A, B or C. Is there any way the response to them can have different instructions depending on the level they selected?

Hi,
You can achieve this using the conditional email feature of the form.

Using condition logic, you can setup an intelligent auto response email to the end-users base on their response/answer on a question on your form.

great I will give this a try. So even though the email is going to a name submitted on the form I can set up responses to that email, one for each level and use the logic to send the one that applies, correct?

Yes. You can easily create a totally different email template/message for each selected response(level) from the form.
Example:
Each email response uses a different email template
