I am not quite sure what you mean, but you can change the accounts associated email address in Account Settings at the bottom of http://www.jotform.com/myforms/
Your new account adminsitrator could then just issue a password reset to this new address.

We've done that... thank you! If we previously had users using the account that have resigned, is there only one user name and password that can be linked to each account?
