Did you meant add a clickable URL link on a sub lable? Currently it is not possible since the Form Builder will clear/remove any HTML tags being added to labels or sub label of fields.
You may want to use instead a TEXT field and put your clickable URL link on it.
If you meant you want to style/format the sub label of fields, you can use the Form Designer to stylize any element on the form.

It was possible.I always had formatted text using html, so for example, I had part of the text in red, part in black using a span tag.
I saved my form today, after minor changes (no sub label changes), and confirmed that every html tag I had was showing. around 10 sub labels.
I can live with this but I strongly hope you don't remove the ability to add html to labels, since I add a clickable link for a picture in many of them, so my customers can actually click and have a visual of what each option is.
